Only if you have two mutually incompatible licences and want to restrict what
people can do. There are valid reasons why you might want to release under,
say, both GPL and BSD copyright. Alternatively you might make different
releases to different groups of people - for example, one version of the
program under the GPL and another, enhanced, version under a more restrictive
commercial licence.
