I have the same and I've tried both the current modutils for 2.1.121 and
2.1.107, so something has changed in the kernel at 2.1.122.
I've done strace on depmod -a and it does stat only on the directories under
/lib/modules/2.1.122, then it writes modules.dep as an empty file. Someone
posted to the kernel mailing list and the one reply said he should reboot in
single user and run depmod, that's obviously not the answer.
I tried putting the ftape module in /etc/modules.conf, but it didn't make any
difference. I may have a longer play later. If you insmod the files, it works,
but modprobe only has an empty file to work on.
In my case ......
[barrabas:/usr1/graphics]# modprobe -l
warning: file /lib/modules/2.1.122/modules.dep is empty!
[barrabas:/usr1/graphics]# depmod -V
depmod (Linux modutils) 2.1.121

I'm also sending this to the mailing list to see if anyone has a clue about
what is happening.
Regards
