How can a utility know what kernel versions in the future are going
to break the format?

I'm not really all that keen on adding versions to /proc files as a
whole, but it might save some people lots of grief.

However, for some /proc files that have a header, its possible for
the utilities to notice additional fields and blort out a `please
update me' type message.

Yes... indeed it would.
