Telnet Problem

I've installed linux slackware in a PC for networking .
All services is working but telnet ! , i don't know why !
when i try to telnet, i receive this message :
"telnetd: All network ports in use"
i've seen the service file (/etc/service)
and telnet service is only who use port 23 .
i hope you could help me !
