m68k goes in the m68k subdir, sparc, arm, etc in respective directories.
as i said, make and use the patch. if you want your little option in
there, stick it in. but as with all random items, it shouldn't be in the
main code. it's legacy and if you want it, then toggle support for it on.
it should -not- be code that sits in main execution path by default.

this all started because of a documented statement that the device
numbering scheme was going to change...and eventually be dropped. it was
said and done a long time ago. the decision to drop it was finally made.
there have been numerous api designs that have changed and some dropped.

if you wish to use a legacy system, then use a legacy kernel to match.
