console characters in 2.1.11[67]

Did anybody ever figure out why apps like modconf and mutt, when run
on the text console, print the wrong characters for the text-based
pseudographics under (at least) 2.1.11[67]. The actual letters and
numbers show up correctly, but the borders that modconf generates are
garbage, and mutt in threaded mode puts similar garbage onto the screen.

Everything is fine under 2.0.35.
