Not always. When you plug a device in, it may have a serial number
or not, and the unique ID must be obtained from it. The _goal_ here is
to be able to get the same ID for the same device always. With devices
which implement s/n it is not a matter, but it kicks off when they
don't implement it. I've received suggestions to use the bus topology
to _guess_ which device may it be. It's the only way I can conceive
...
