PNP "isolate" broken in 2.1.116p1

Linus, et al,

Under 2.1.116p1, the PNP setup of my General Instruments cable modem fails
at the 'ISOLATE' command in the following script.

This has worked through several dozen different revs (and returned to
correct behavior when I rebooted to 2.1.115 for posting this message).

Has something changed regarding IO port permission handling on X86?
