2.1.109: Watchpoints persisting after debugger exits?

After debugging a program using watchpoints, some programs (ls, for
example) ceased to work---they terminated due to a `Trace/breakpoint
trap'. Other users were affected as well. This seems to be some kind
of kernel bug, doesn't it? (I wasn't able to reproduce it with
2.1.115 just now, though.)
(RH 5.0, glibc 2.0.7, Kernel 2.1.109 non-SMP on a P2 with 128 MB RAM)
