2.0 NR_FILES, NR_OPEN, NR_TASKS

I've been told that there are some hairy issues involved in trying to
raise NR_FILES, NR_OPEN, and/or NR_TASKS on a 2.0 kernel.

I can understand NR_OPEN -- there are some problems with the size of
fd_set in user programs, and I guess in the kernel too. (Right?) But
I don't understand what issues could come up with NR_FILES and
NR_TASKS.

George Bonser said Linus mentioned this difficulty in his SVLUG/Taos
Mountain talk.
