Internet extremmely slow with kernel 2.1.114

I find the speed of communication on the net extremely slow
with the kernel 2.1.114. The processing speed seems correct
when not on the net.

My system is a 486/33Mhz from Dell with 24M or RAM and 64M of HD swap
897M of disk space for Linux.

I had to reboot on the kernel 2.0.34 to get a decent system.
I use RedHat 5.1 Internationale set to French.
By the way I don't get any accents on the console but get them
in a shell under X
