Duh! Just learned a new thing about cd :). Thank you for pointing this
out.
I have now tested it with other commands, and the ~ is NOT parsed on the
first command line (which is the only place, it really SHOULD be parsed).

The bug is still present: Dead keys are not triggered by hitting
the return key, as they are supposed to. They stick to the next line in
the console.
