poor network performance in 2.1.10[58](factor of 8 to 15 worse)

I rebooted into each of the following kernel versions. No software changes
took place between the runs. As soon as the system had booted, I did the file
transfer.

Using ncftp, proftpd, on localhost

xbooks_3.3.2.2-3.deb(17336702)

2.0.33 857.75 kB/s
2.0.35 882.93 kB/s
2.1.105 109.74 kB/s
2.1.108 56.88 kB/s

All rates are the final rate printed by ncftp.

2.0.33 started at 900k/s, slowed down to 550k, then speed back up.
2.0.35 was consistent.
2.1.105 started at 350, dropped to 89, then bounced between 109 and 111.
2.2.108 started at 850, and dropped exponentially to the ending rate.
