/proc options docs (was No-ops)

I wasn't specifically referring to the Networking layer /proc
interaction. I haven't read up on the networking in the docs because it
has never not worked for me as desired. I have had experiences (between
2.1.82, where I started using devel kerneles, and present) where I have
searched with grep and other methods to find proc interfaces I have seen
mentioned here so I could understand them better, and never found them.
I was referring to these.

As quite some time has passed (about 30 patch level revisions), this may
have changed. I am going to go back and check and see. Again, these
were the ones I was mentioning. The topic and fact it came up with the
networking layer was only because it was a convenient time to post a
message about it. I am glad to see the networking layer is well
documented.
