Most OSes don't come with a compiler.
In some ways, the question what is in the Linux OS will be solved by the
LBR project, that will define what a application can expect and where.

(And yes, I'm burning sometimes RH CDs with updated RPMs, and added RPMs
of my own likening. Does this make my FooBar.rpm part of the OS?)
