inaccurate bug report

I reported within the last few weeks that some late 2.0.x version
worked fine with an adaptec 174x board, and another one had problems.
It turns out that some of the kernels that have been built here have a
locally-installed patch that will put the board into enhanced mode if
it isn't already in enhanced mode, while other kernels don't have it.

(It's impossible for us to find a working EISA config program for a
few of our machines.)
