The FSF does not hold the copyright to the Gimp. Based on my readings
and informal advice from a few attorneys, the Gimp appears to be a
joint work authored by approximately fifty people, any one of whom is
entitled to sue to protect the copyright. The most appropriate people
to initiate a suit would seem to be Spencer Kimball or Peter Mattis,
as lead authors, or Manish Singh, as current project manager.
