New console behavior

In addition to not scrolling up, it also clears the screen now. I used to
be able to use Shift+PageUp after a reboot to view the BIOS summary screen.
Now with the 2.1.107 changes, I have to race the kernel (or use LILO to
pause) in order to see the BIOS screen.
