ppp network down?

Hi folks,
just installed 2.1.98 and tried to run pppd. However it exits
with the following in the syslog:

May 21 23:37:41 danix pppd[121]: ioctl(SIOCADDRT) device route: Network
is down

I haven't seen this in docs anywhere. The ISP is up and running - I can
connect from a different machine. Any ideas?
