timer interrupt bottom handler (question)

Hi Molnar, Pavel,

This is a question to those who know the kernel much better than I do,
so please excuse me if it's trivial:

Question: Is there any special reason why the system time 10.2ms update
is not done during the timer interrupt routine itself, but only in the
bottom half code?
