Problems compiling 2.1.89

I am using Caldera Base 1.1. I have upgraded to all the necessary
upgrades that 2.1 needs. I got almost all of them from RedHat's contrib
site. They all installed fine and I thought everything looked good.
But after I do a 'make zImage' it gives me this error:

gcc -D__KERNEL__ -I/usr/src/linux-2.1.89/include -Wall
-Wstrict-prototypes -02 -fomit-frame-pointer -pipe -fno-strength-reduce
-m486 -malign-loops=2 -malign-jumps=2 -malign-functions=2 -DCPU=586 -c
-o init/main.o init/main.c
gcc: Installation problem, cannot exec 'cpp': No such file or directory
gcc: Installation problem, cannot exec 'cc1': No such file or directory
make: *** [init/main.o] Error 1

I made sure these files exist and they do. So if anyone has any
suggestions that would be most helpful. Thanks alot!! Also I made sure
that it was a clean tree, I did a 'make menuconfig', 'make dep', 'make
clean', and then the 'make zImage'.
