2.1.99-3 hangs, + reboot problems

1. 2.1.99 hangs on booting on my smp system. I experience keyboard timeouts
and hangs when scanning the first scsi bus. This looks like a io_apic/irq
problem still. Details avalable upon request.

2. for 2.1.97 and upwards when doing a reboot, my system does not reboot rather
goes into some bios beeping and hangs. requires a power cycle.

System is a ALR Revolution MP with 2 x P133 with 128meg ram.
