Linus, in my .98 kernel, there are still quite a lot of documentation
files that are not in the "Documentation" directory. Do you want it
that way? Personally, I'd move them over. The patch would be quite
large (600k), but it would clean stuff up a lot I'd say.

A "policy" could be "max 1 README" in every directory. So the "README"
in the "root" would be fine, just as the ones in /net /net/decnet
/net/ipv6 and net/netbeui .

Or you could say: No "readme's" in the general tree, and just a
pointer ("Read ../Documentation/ipv6.readme") mingled with the source.
