When using it with dynamically assigned addresses (which the man page
discourages), I found that at least one of the ipcp-accept-local and
:remoteaddress (replacing "remoteaddress" with the address of the peer)
options was needed. If you use neither of these, pppd will try to start
with the 0.0.0.0 address.
