We've been running various services that require such tuning
especially on heavily loaded servers to obtain optimum performance.
Ummm... be careful, expecially if your "heavily loaded" servers are
used by people on the Internet. Those timers and settings are there
for a good reason, so for example don't chop down the TIME_WAIT
timeout just to get better performance as that has negative
side-effects to clients.
