2.0.33 off-by-one

Am I correct in assuming this is the recently fixed 2.0.33 off-by-one IP
header bug?

After these messages, networking was badly hosed. My ssh connection to
the system was still usable, but the system was not accepting connections
on any ports and was not pingable.
