a couple bugs? for 2.1.97

Compiled 2.1.97 with CONFIG_PCI_OLD_PROC=y and there's no /proc/pci.

I'm also still getting a segfault when doing a 'cat /proc/ioports'
after the uart401 module is unloaded. Once the uart401 module has been
loaded once, 'cat /proc/ioports' will segfault if the uart401 module
isn't loaded. This one has been around since at least 95, maybe before.
