logging problem with 2.1.89

This is probably a dumb question, but I would appreciate some help.

I see messages in /proc/kmsg which never get into my log file.

I have the statement

kern.* /var/log/kernel
but I get no messages after the root login on tty1.

I did something with ftape which has lots of output and I saw them in
/proc/kmsg, but they never wound up in the file.

I even ran syslogd with debug mode and it was happy with my config
file and seemed to have the right values.

Any assistance would be appreciated.
