I just upgraded binutils to 2.8.1.0.23 from tsx-11. The precompiled version.
and it is still giving me the errors, except slightly different.

gcc -D__KERNEL__ -I/usr/src/linux/include -D__ASSEMBLY__ -D__SMP__ -traditional
-c head.S -o head.o
/tmp/cca03832.s: Assembler messages:
/tmp/cca03832.s:1034: Warning: Repeat < 0, .fill ignored
/tmp/cca03832.s:1232: Error: attempt to .org/.space backwards? (-4)
/tmp/cca03832.s:1232: Internal error!
Assertion failure in write_contents at /home/work/gnu/src/binutils/gas/write.c line 1106.
Please report this bug.
make[1]: *** [head.o] Error 1

I'm going to try a local compile of binutils, but this error looks like it
is a bit more insideous...
