2.1.90: xmit timer <= 0

Just noticed that my 2.1.90 box has been logging quite a few of these
over the past couple of days.

This is a uni-processer AMD K6 system, pppd 2.3.3 in demand-
dialing mode. No Ethernet or other permanent networking.
kmod is used to load ppp and slhc modules, but these are
never unloaded because pppd is always active.
