Idle time reported by top / 386 compiling kernel

Hi,

I know that I need to upgrade my system, but I now have
a 386DX33 (AMD & copro) and 20 Mbytes of RAM.

I was compilling 2.1.90 yesterday, and I noticed (using top
with a "nice" priority of 19) that even without swapping
or accessing the disk (no disk light or noise!) I have
sometime idle times of 50-70% - "cc1" and other "make" do
not take most of the CPU time available.

I do not know why the processor can be idle (average
ready tasks around 1.3 as displayed by top) and really
few access to disk (sometine no disk light within 2 sec.)

Is that in relation with "cc1" deacreasing its priority
to 20 while building the kernel ?
Is that a well known problem in the sckeduler ?
Is that a measurement problem (Kernel profiler
Define not set) ?

If this appear on a 386, it is probably slowing down
any processor (I have seen that on 2.0.33 or 2.1.*).

Another completely unrelated thing : using 2.0.33 working
mostly every days since few months, I experienced
recently a complete hard reset while making a compilation.
No trace in any log file - nothing anywhere.
Just couriousity, is that a microcontroller triple fault
in memory management ?
