It also depends on the COMPATIBILITY define in sysvinit. By default,
halt (and therefore poweroff) basically just change the runlevel if
it's currently not in runlevel 0 or 6. The simple fix that worked here
was to modify /etc/rc.0 to call poweroff instead of halt.
