static arp

I run a server and use static arp and have two questions:

* How is the arp cache organized? Is it a tree, list, hash or
something else? I ask because there are > 300 entries on my
machine.

* I've noticed that some entries lose the "static" flag after some
time. Is this a bug? If not how can I prevent this?
