You are wrong ! It is already exported:

[root@manjak kernel]# grep -n count i386_ksyms.c
38:EXPORT_SYMBOL(local_bh_count);
39:EXPORT_SYMBOL(local_irq_count);

grep is your friend :-)
I have 2.1.82 (patched from 2.1.81). No prepaches between these two
versions.
