combined quadstate and checkconfig patch available for 2.1.82

I've combined these patches, slightly updated them for 2.1.82, and caught
some files named "config.in" I'd missed before. The new patch is
available at:

Thanks to Michal Jaegermann for his suggestion, even though I've not used
it yet. :)
