2.1.81 - some problems (drivers/char config, and IDE)

The first (easy) problem is with drivers/char/Config.in. This problems
is carried from 2.1.80. Must have double quotes around the n in line
112.

The second is in the ide driver. ide-probe cannot be loaded - missing
symbol ide_add_generic_settings. It happens when Ide support is compiled
as a module and without PCI support.

I have hit some other problems but they are already addressed by others.
