2.1.7x wierdness to default gateway with pppd

Noticed the following behavior with 2.1.72 and 2.1.74 (only ones I've tried
since 2.1.67), using pppd with diald (only mods per Documentation/ppp.txt):

1. Pings to the ISP connection IP are sent out the wire, returned on the
wire (visible with tcpdump) but the return is not passed to the application
layer.

2. ISP sends RIP packets which should generate an ICMP response since I have
no routed or gated running, however no response is generated (as observed by
tcpdump). (Assume not being passed to application layer.)

Only appears associated with the gateway host connection. Normal behavior
otherwise, and normal with 2.1.67.
