Kernel 2.1.xx and policy-based routing

My research interests are in the areas of Networking and
Telecommunications -- primarily routing and performance issues, at the
present time. I am looking for something that can give me policy-based
routing functionality -- ie. if I have a firewall with 3 NICs (1
internal, 2 external interfaces), I might want to direct packets out the
external interfaces based on source address. I have noticed the term
"policy-based routing" associated with Linux 2.1.xx kernels, but have
never seen an specific description of exactly what is meant by the phrase...

Is this something that has not been developed before or is it currently
available _somewhere_ out there...
