Spontaneous watchdog reboots with 2.1.57?

Anyone else having problems with the software watchdogd randomly
rebooting stock 2.1.57? I have a box here that will do so randomly
after someone telnets in. The only message that appears in the logs is:

watchdog[253]: process table is full!

The problem is, the process table shouldn't be full. This has happened
on a freshly booted system with one user logged in at the console and
with no user processes besides login and bash going. Immediately after
a remote login, the watchdog message appears and the system reboots.
It doesn't occur every time someone telnets in, but appears to require
a local user and telnet user to occur.
