UCS-2 and UCS-4 has nothing to do with Unicode 1.x or 2.x; that's an
orthogonal issue.[1]

[1] Technically, the Unicode Consortium only recognize UCS-2, UTF-8
and UTF-16; UCS-4 is an ISO 10646 thing. Whoopty-do.
