I myself submitted one even earlier then that.

This also has a preassigned misc minor number, and is all kosher.
I still think that /proc/pcibus is better for the administration of
the PCI bus, although I agree that it is not ideal for I/O. Use one
of the gazillion drivers people have written for the task.
