/proc/pcibus write access

I've received many requests to add write access to pci config space through
the /proc/pcibus files. OK, so I'll get on it.

Meanwhile, it there any official path fo getting patches of this nature
accepted in the cannonical kernel tree (2.1) or is posting them to this
list sufficient?
