IMPORTANT: IP masquerade broken on pre-2.0.31-7

It appears that IP Masquerade is broken in pre-2.0.31-7 as well
as pre-2.0.31-6. Basically, it just doesn't forward the packets.

more debugging is available upon request, though somebody needs
to ask for it (as i'm busy packing stuff up to head back to school)
