I'd have thought that the problem is in shrinking/growing the ext2 fs
rather than the device (loop or otherwise) on which it's placed.

The idea of resizing an ext2 filesystem has come up before, and it's
something that Ted and others have semi-looked at (but of course there
are many other things on the ext2 plate to look at too).
