pre-patch-2.0.31-4 sysctl_ip_dynaddr undeclared

Compiling pre-2.0.31-4, sysctl_ip_dynaddr isn't defined anywhere inside
ip_masq.c, nor is there any code to set it up inside sysctl_net_ipv4.c. It
kinda looks like a botched patch/ a patch w/ rejects was applied to the
2.0.31-4 tree.

AFAICT this is new since -3, certainly the ip_masq.c patch from -4
(introducing the sysctl_ip_dynaddr stuff) doesn't appear in -3.
