I wonder if it would be worth doing this for modversions.h as well. I've
noticed that `make modules' quite often rebuilds everything, even if it wasn't
necessary, and I speculate this is because modversions.h has gotten rebuilt in
the meantime (which can happen when _any_ file that exports a symbol is
changed).
