A lot. But it should work better.

Try just placing the old Micropolis on the bus - no other devices.
Do not enable Wide negotiation on it. Use a long bus reset delay
(15 secs is the default). Is the drive set to spin up at power on
(this is what you want)? Do not enable tagged queueing.

Boot with verbose (aic7xxx=verbose).

There is not enough information here. With a verbose boot, what
do you see?

P.S. Did you start with a pristine 2.0.30 source tree when you applied
the pre-3 patch?
