Escape code for changing console?

Is it really necessary to have an escape code for chaning console?
\e[12;n] changes the current console to console number n. (No matter if
the receiving console is active or not.) This feature be 'exploited' by
replacing telnet daemon with a program changing the console repeatedly to
a certain console and then waiting for some poor linuxer to telnet in- it
cannot be stopped.
