check_region() question

Hello,
I'm a little confused on this check_region() function. I keep getting
failures in the check_region() function. I know that that is supposed to
mean that there's a conflict with something else. What I'm confused about
is that it's a PCI card. There are NO ISA devices in the system.
/proc/ioports shows nothing using that section of memory. It seems like
the (to the kernel) that the card is conflicting with itself.
Isn't a PCI device supposed to find a free area in I/O space on its own?
I had thought that there wasn't supposed to be I/O port conflicts with PCI
devices.
Could someone please tell me what I'm doing wrong?

I'm developing on 2.1.42.
