pre2.0.31-2: keyboard repeat rate

in pre-patch-2.0.31-2 I read:

+! LMA 4/15/97 removed setting of keyboard repeat rate. Causes some systems
+! to hang at boot.

What is the right way to set the keyboard repeat rate? For X, xset r
is a no-op in Xfree 3.2, and at quick glance, I can't find any hooks
in the kernel for changing it... Finally, my BIOS does not allow me to
define pre-set. Any hint?
